The Project:
In the fall of 2017, NFP Health launched the Massachusetts Health Connector SHOP exchange as a result of a unique partnership between DC Health Link and the Commonwealth Health Insurance Connector Authority (CCA). This partnership allowed technology sharing between separate state exchanges, which resulted in a dramatic cost drop compared with a new build for Health Connector.
The Exchange was launched with functionality similar to DC Health Link’s SHOP exchange, with one exception: the addition of a Broker Commissions module built to meet the State’s unique requirements.
Over the last several years, NFP Health helped the Exchange expand the number of medical plans offered to residents by adding several new health insurance carriers. And in 2019, dental plans were first offered on the Exchange and have been a great success.
During the Covid-19 pandemic, NFP Health helped the Exchange design a loan program to ensure groups with delinquent premiums were not terminated and able to keep their health care. NFP identified the affected members and built a custom payment mechanism to allow the Exchange to make payments on behalf of the group.
Since the Exchange’s inception, NFP Health has provided the Health Connector with experienced enrollment and financial operations teams to oversee all daily, weekly, and monthly activities. We also provide the Exchange with customer service staff and technology to handle all escalated customer inquiries that pertain to billing.
The Results:
- Continually meet accuracy standards for billing and invoicing for this SHOP market.
- Improved the Exchange’s sustainability by adding more medical plan options and offering ancillary benefits to residents.
